  • Armies that routinely fail Fear Tests will also routinely fail Panic Tests. Armies that routinely fail Panic Tests routinely lose hard because their army runs off the table. So yes, you're not going to see people take lists that are likely to fail a Fear Test. There's probably a lesson to be learned here.
