I'm a little unsure of the rules on this in the Dwarven Holds 1.3.4 book: "Each rune combination forms a unique Magical Item which cannot be duplicated". Does it mean:
a) For example if you pick Rune of Fury (Weapon Runes) on one character then you can't have Rune of Fury of fury on anyone else
b) You can't have the exact same set of Weapon Runes on another character, but you may for example pick Rune of Fury on two characters as long as the complete Weapon Runes set for the two characters isn't exactly the same. So for example one character has Rune of Fury and Rune of Might, then the other character has Rune of Fury and Rune of Precision, that's okay.
The 0-1 Runes per Army bit is clear however, which leads me to believe option b is correct, but want to make sure since some of my opponents disagree and I'm not sure either.
And follow up questions, if option b is correct which I think it is, is it enough to take one Rune of Fury on one character and two Rune of Fury on another to make it a different set?
Do I need to have another additional weapon rune to make that set unique? Do you need to have another rune to make it legal, or can I have Rune of Fury and Rune of Might on one, and just Rune of Fury on the other character, so a single weapon rune also counts as a "set" by itself?
Fury+Might on one character and Fury on the other is possible.
