    It seems like the biggest factor impeding the design of the H spell is that the team wants to find a use for rat swarm bases. Out of interest, would people be okay with a spell that didn't involve rat swarm bases, even if this effectively invalidates the model?

I think their role define them as it makes them feel and play differently. You can definitely achieve flavour by giving units different equipment, but you can also definitely do the same by giving them different rules.

    On the broader topic of Rank and File stats there are few things that stick out: - Velites Off 4 due to paired weapons. These guys have the same Off as black fur veterans. Bumping these guys down to Off 2 in the base profile would be more fitting for velites. They are less trained than legionaries, but achieve Off 3 with PWs. This is presumably why plague disciples are Off 2. - Legionnaires with light armour. Easy way to make them better costed would be to make light armour an upgrade. The guide…
