    I don’t know why we use the “peasant levy” trope anyway. What you’re talking about are serfs, who grow all your food, you don’t get your serfs slaughtered in droves because you need them to work. Henry III even outlawed the use of serfs as conscripts. You’re also forgetting how much of a liability they would be on the battlefield.     That’s all fine, but the intention of any respondent to a complaint of harassment/discrimination based on the protected characteristics is irrelevant. Religion is one of those. What counts is the affect on the complainant and whether it fits the bill for discrimination or harassment.     Hmm Ruthless Efficiency is pretty important BG wide as a Dread Elf skill, they perfect it before they get to the academy hence why all DE have it. The non academy troops will have skill fade from the tactics they learnt at the academy but they'll never lose RE because its a central cultural trait, its the art of the alpha-strike.
