a quick question does True thirst weapon enchant recover health point automatic health for each unsaved wounds, or does it count as you need to roll for vampiric 3+ ? also. when you rolling a vampiric roll, you only roll 1 dice correctly?

i am in doubt about the magic item scepte in power it state, that i can use it after seeing the spelling or dispelling roll, but does that mean i can wait use another dice, after my opponent tried to dispell it, or is it only my own spellcasting and my own dispell, i can add one single magic dice ? thx for help in advance
