Paired Weapons does not necessarily mean "duel wielding" or “a pair of similar weapons”. They may be modelled as such (duel wielding, with a Hand Weapon in each hand) but they are separate weapon category in the rules, and may also be modelled in a plethora of other ways...
They may also modelled with “two-part” melee weapons such as flails, “double-bladed” twinswords (think Darth Maul’s lightsaber), double-headed battle axes, or other double-headed weapons... or a weapon + sidearm (E.g. sword + dagger), and so on.
They may also be modelled with double-use weapons (like pistol swords) or with a fast-agile weapons (like rapier) or in any other way that might help your opponent understand your model has an additional attack, an additional point of offensive skill, and ignores parry.
